The UK government has published a report on cryptoassets, setting out a range of measures to be taken to mitigate the risks associated with the volatile assets while encouraging their responsible development.
The report, published by the Cryptoassets Taskforce, was commissioned by the UK Treasury in July 2018. It was led by HM Treasury, the Financial Conduct Authority (FCA) and the Bank of England.
The report notes that cryptocurrencies are “high-risk investments” and that there is a risk of consumer harm. However, it also says that distributed ledger technology (DLT) – the underlying technology of cryptocurrencies – has the potential to deliver significant benefits.
The taskforce therefore recommends that the government “take action to mitigate the risk that cryptoassets pose to consumers and market integrity, while also preventing their use in illicit activity, while also monitoring for any threats to financial stability.”
Specifically, the report calls for:
* Updated guidance for crypto-taxpayers
* Formalised rules around initial coin offerings (ICOs)
* Clarification of the regulatory framework around security tokens, ICOs and financial instruments which reference cryptocurrencies
* Cooperation with international authorities on cryptoasset issues
* Further steps to make consumers aware of the risks associated with investing in cryptocurrencies
The taskforce will continue to meet “every six months to consider developments and review the UK’s approach,” the document noted.
