** Hướng dẫn AML/CFT mới của Malaysia cho tiền điện tử nhằm "tăng tính minh bạch" **
Các hướng dẫn mới, được ban hành bởi Ngân hàng Negara Malaysia (Ngân hàng Trung ương Malaysia), nhằm mục đích "đảm bảo rằng các biện pháp được áp dụng hiệu quả để chống lại các hoạt động rửa tiền và các hành động liều lĩnh để tài trợ cho những kẻ khủng bố liên quan đến việc sử dụng tiền điện tử", cũng như"Tăng cường tính minh bạch của các hoạt động tiền tệ kỹ thuật số ở Malaysia."
Các hướng dẫn nêu rõ các trao đổi tiền điện tử ở Malaysia "được yêu cầu tiến hành kiểm tra xác minh khách hàng và những người thực hiện các giao dịch khi tổ chức nghĩa vụ báo cáo để thiết lập quan hệ kinh doanh với khách hàng và khi các tổ chức có nghĩa vụ báo cáo đáng ngờ về việc rửa tiền hoặc tài trợ cho khủng bố."
Các quy định cho phép sàn giao dịch kỹ thuật số của Malaysia thu thập tên, địa chỉ đầy đủ và ngày sinh của tất cả khách hàng ngoài dữ liệu thông tin cá nhân.
Nội dung chính sách cũng tuyên bố rõ ràng rằng "bất kỳ người nào cung cấp dịch vụ trao đổi tiền điện tử từ (đến) tiền hoặc từ (đến) một loại tiền điện tử khác buộc phải tuân thủ luật chống rửa tiền, khủng bố của Viện và tiền thu được từ các hoạt động bất hợp pháp 2001."
Ngân hàng Negara Malaysia nhấn mạnh một lần nữa rằng tiền điện tử không được công nhận là đấu thầu hợp pháp ở Malaysia.Như vậy, ngân hàng nói rằng "các doanh nghiệp kỹ thuật số không được bảo vệ bởi các tiêu chuẩn và tiêu chuẩn thị trường khôn ngoan [...] được áp dụng cho các tổ chức tài chính được duy trì bởi" Ngân hàng Negara Malaysia.

**Malaysia's new AML/CFT guidelines for cryptocurrencies aims to "increase transparency"**
The new guidelines, which were issued by Bank Negara Malaysia (the central bank of Malaysia), aim to "ensure that measures are applied effectively to combat money laundering activities and reckless actions to sponsor terrorists related to the use of cryptocurrencies," as well as "enhance the transparency of digital currency activities in Malaysia."
The guidelines state that cryptocurrency exchanges in Malaysia "are required to conduct customer verification inspections and those who conduct transactions when organizing the obligation to report to establish business relations with Customers and when organizations are obliged to report suspicious about money laundering or sponsoring terrorism."
The regulations allow Malaysia's digital trading floors to collect full names, addresses and date of birth of all customers in addition to personal information data.
The policy content also clearly stated that "Any person who provides cryptocurrency exchange services from (to) money or from (to) another cryptocurrency is forced to comply with the law against money laundering, the Institute Terrorism and money collected from illegal activities 2001."
Bank Negara Malaysia emphasized again that cryptocurrencies were not recognized as legal tender in Malaysia. As such, the bank said that "digital enterprises are not protected by wise standards and market standards [...] applied to financial institutions maintained by" Negara Malaysia Bank.
