**Circle Hires Former CFTC Chairman to Head International Expansion**
Circle, the issuer of the USDC stablecoin, has hired former Commodity Futures Trading Commission (CFTC) chairman Heath Tarbert as its new head of global policy and strategy.
In his new role, Tarbert will be responsible for leading Circle's efforts to expand into new markets and develop relationships with regulators around the world. He will also work to promote the use of USDC as a global payment and settlement tool.
Tarbert brings a wealth of experience to Circle. He served as chairman of the CFTC from 2017 to 2021, and during his tenure he oversaw the agency's regulation of the cryptocurrency market. He is also a former partner at law firm Sullivan & Cromwell, where he specialized in financial regulation.
"This is a critical crossroads for blockchain technology, as we start to see regulators making some movements," Tarbert told CoinDesk. "But we [also] are actually seeing bipartisan legislation ... with the hope of getting something."
The appointment comes as a House committee weighs a stablecoin bill that would appoint the Federal Reserve as crypto issuers' primary regulator, and increase oversight of token issuance. At the same time, federal regulators have executed enforcement actions against key crypto industry players.
Tarbert's mission to guide Circle's strategy abroad also comes as many crypto firms look to plant roots in foreign markets as U.S. regulatory attitudes toward the crypto industry continue to sour.
Circle CEO Jeremy Allaire celebrated Tarbert's appointment in a Thursday press release.
"As we continue building a bridge between traditional finance and Web3, Heath's perspective, legal acumen and global regulatory experience will help us advance the utility value of USDC worldwide," Allaire said in a statement.
