Binance's Russian affiliate, "Binance Russia", is registered at an office in Moscow's prestigious Federation Tower business district. According to Russian property records, the office space is owned by a company called "Bratsk Electric Networks".
Bratsk Electric Networks is owned by three people, one of whom is Ksenia Lugovaya, the wife of Andrei Lugovoi, a former KGB officer who is wanted in the UK for the murder of Litvinenko in 2006.
Lugovoi is a member of the Russian parliament and a vocal supporter of cryptocurrency. He has spoken at several crypto events in Moscow and has given interviews to Russian media about the future of cryptocurrencies in Russia.
Binance has not responded to requests for comment.
