**New Bill Would Create Working Group to Study Blockchain, Promote Its Use in Government**
A new bill introduced in Congress would create a working group to study blockchain technology and recommend ways for the government to use it.
The Blockchain Promotion Act of 2018, introduced by Rep. Doris Matsui (D-Calif.) and co-sponsored by Rep. Brett Guthrie (R-Ky.), would establish a working group within the National Telecommunications and Information Administration (NTIA) to study blockchain technology and develop a common definition for the purposes of government.
The working group would also make recommendations for the NTIA and the Federal Communications Commission (FCC) on how blockchain could be used by the administration.
“Blockchain technology could transform the global digital economy,” Matsui said in a statement. “Opportunities to deploy blockchain technology range from greatly increased transparency, efficiencies and security in supply chains to more-opportunistically managing access to spectrum.
“This working group will help us understand the potential of blockchain technology and, perhaps even more importantly, recommend opportunities to leverage the technology to promote new innovations.”
Guthrie added that blockchain “can be a great resource for innovation and technology,” noting, however, that the government first needs to establish how best to leverage the tech.
“I am pleased to join Rep. Matsui in introducing this legislation to promote the development of blockchain technology and its use by the federal government,” Guthrie said. “As our economy becomes increasingly digital, it is critical that we explore new and innovative ways to use technology to improve the lives of our constituents.”
The two lawmakers join other lawmakers in introducing legislation to promote blockchain. Last month, Rep. Tom Emmer (R-Minn.) introduced three bills of his own aimed at supporting development of the technology, though his bills focus more specifically on cryptocurrencies.
Two of Emmer’s bills touch on issues such as cryptocurrency taxation and ensuring miners need not register as money transmitters. The third simply advocates for “light touch” regulation on the space.
