Dự luật quản lý StableCoin được giới thiệu bởi Dân biểu Hoa Kỳ Josh Gottheimer
Dự luật đề xuất công nhận và bảo hiểm cho một số stabloecoin nhất định với mục tiêu "xác định các stabloecin hợp lệ, tách chúng khỏi tiền điện tử dao động và áp đặt các biện pháp để bảo vệ người tiêu dùng và nhà đầu tư."
Dự luật sẽ đánh giá những dự án StableCoin nào "hợp lệ" được quản lý, với tiêu chí quan trọng nhất luôn có thể được chuyển đổi 1: 1 với đồng đô la Mỹ và sẽ không được coi là loại.Securities hoặc hàng hóa.
Các ngân hàng, các tổ chức và đơn vị tài chính không phải là người phát hành StableCoin trên sẽ phải đáp ứng các yêu cầu của dự trữ tiền mặt để đảm bảo họ trong tài khoản của Nhóm Bảo hiểm Tiền gửi Liên bang (FDIC).
Trách nhiệm giám sát các nhà xuất bản StableCoin sẽ được giao cho Văn phòng Quản lý tiền tệ (OCC), cơ quan sẽ đặt ra các quy định về tỷ lệ đòn bẩy, kiểm toán, chống rửa/khủng bố, ... cho StableCoin.

Stablecoin management bill introduced by US Congressman Josh Gottheimer
The bill proposes recognition and insurance for certain stablecoins with the goal of "defining valid stablecoins, separating them from cryptocurrencies fluctuating and imposing measures to protect consumers and investors."
The bill will evaluate which stablecoin projects are "valid" to be managed, with the most important criterion that can always be converted 1: 1 with the US dollar and will not be considered as a type.securities or goods.
Banks, non -bank organizations and financial units issuing the above stablecoins will have to meet the requirements of cash reserves to guarantee them in an account of the Federal Deposit Insurance Group (FDIC).
The responsibility to supervise Stablecoin publishers will be assigned to the Monetary Management Office (OCC), the agency that will set regulations on the ratio of leverage, auditing, anti -money laundering/terrorism,... for stablecoin.
