Former Federal Reserve Governor Randal Quarles said on Tuesday that he doesn't understand the need for a central bank digital currency (CBDC) in the United States.
“I don’t understand what problem a CBDC would solve that isn’t already being solved by private-sector innovation,” Quarles said at the Milken Institute Global Conference in Los Angeles.
He also said he wasn’t sure how much demand there would be for a digital dollar.
“I’m not sure how much people would want to hold a digital dollar versus a stablecoin or a bank deposit,” Quarles said.
Quares, who until Oct. 13 was the Fed’s top financial regulator, has been open to the potential role of stablecoins. But his latest remarks echoed concerns he has voiced before about a CBDC.
In a speech at the Utah Bankers Association Convention in June, Quarles said he was “puzzled how a Federal Reserve CBDC could promote innovation in a way that a private-sector stablecoin or other new payment mechanism could not.”
He expressed concerns that issuing a digital dollar could “deter private-sector innovation, would be different and costly to manage and could potentially create financial stability risks.”
In his Milken Conference remarks, Quarles said there are “potential financial risks to the structure of some digital assets that need to be addressed.”
But he added that “they were addressable” and that it was very important to “mitigate those risks.”
