Coinbase also received a Wells Notice from the SEC in March and may soon face legal action for allegedly listing securities illegally.
Armstrong said that exchanges like Coinbase should be regulated as financial services companies, while the decentralized segment of the industry should be regulated differently, since there is no central authority to oversee it.
