In addition, Powell said that there will be both benefits and risks for a cryptocurrency product such as Libra, a project with many promising applications.
The chairman reiterated the view of Bank of England Governor Mark Carney, saying:
"We have high expectations for security and quality standards, as well as legal considerations, if the company decides to move forward."
Government officials around the world have given mixed reactions to Facebook's new cryptocurrency, which has the potential to reach up to 2.7 billion users each month.
Not long after Libra's Whitepaper was released, the Chairman of the US House Financial Services Committee
asked Facebook to delay the project's development
to attend a hearing on July 16.
French Finance Minister Bruno Le Maire also said that the government will take similar action against Facebook regarding the Libra project.
Russian National Financial Market Committee Chairman Anatoly Aksakov said that the country would not legalize Libra.
